Senator Norris wrote and promoted the Nebraska constitutional amendment that created the Unicameral Legislature in Nebraska, which is the only one among our 50 states. Norris was intrigued by the Unicameral he saw in Australia in 1931. He promoted the adoption of a Unicameral system by visiting every section of Nebraska. The Unicameral was approved by voters in 1934 and started in 1937.
Norris worked diligently to create the Unicameral.

In 1944, the Nebraska Legislature compared the Unicameral to the old Bicameral. Look for the "Cost" section in the pamphlet on the last page, and compare 1933 and 1941, both of which had sessions that lasted 99 days. Senator Norris always thought it was pointless to have two bodies of elected officials doing the same thing, and thereby, wasting money. The results appear to have proven him right.
